Opinion of the Attorney General
I think that the Police Service is a branch of the Civil Service of this Colony in which case M. Kinney was in the Civil Service of the Colony in 1871 and Lord Kimberly's despatch of June 2, 1871, does not disentitle him to any contribution towards his passage that he would otherwise have been entitled to.
(signed) E. L. O'Malley, Attorney General.
